Dubai Silicon Oasis Business Setup: Costs & Requirements

Plan your Dubai Silicon Oasis business setup around your activity, workspace, ownership and customers. This guide explains DSO and Dtec, published package references, company structures, documents and the steps from application to operating readiness.

Reviewed: 7 October 2026 · Packages and approvals depend on the selected activity and application.

Quick answer: Start by confirming your activity and the premises you need. Select the appropriate company structure, prepare ownership documents, obtain approvals and complete registration and licensing. Arrange residency, banking and tax compliance as separate workstreams. A low advertised package price should never replace a review of the full operating budget.

What is Dubai Silicon Oasis, and how is Dtec different?

Dubai Silicon Oasis (DSO) is a Dubai economic zone focused on knowledge and innovation. It forms part of Dubai Integrated Economic Zones Authority (DIEZ), alongside Dubai Airport Freezone and Dubai CommerCity.

Dtec is the technology entrepreneur campus and coworking ecosystem within DSO. Choosing a Dtec workspace is a specific setup route; it does not mean every company in DSO has the same package, activity eligibility or office arrangement.

DSO

The wider location and economic-zone environment. Evaluate the premises and licence needed for your operations.

Dtec

A startup campus offering coworking and company setup options for eligible technology businesses.

DIEZ

The authority framework behind DSO. Current regulations matter when selecting your company structure.

Which businesses should consider this location?

Software founders, technology service teams and innovation businesses can include DSO in their shortlist. First describe what you sell, who pays you, where delivery takes place and whether you need specialised facilities. These answers help assess fit; they are not a substitute for approval of the exact activity.

A consultancy, goods distributor and hardware manufacturer may need very different arrangements. Compare DSO with your wider Dubai free zone business setup options before committing to premises.

DSO licence types and company structures

DSO lists service, trade and industrial operating licences. The approved activities on your licence define what the company may do.

Licence Main purpose Planning question
Service Specified services. Does the approved activity match your contracts and deliverables?
Trade Import, export and distribution of the goods specified. Where will stock, customs clearance and customer delivery be handled?
Industrial Manufacturing, processing, assembly and related production activities. What facility, equipment and external approvals will the operation need?

FZCO: A free zone company has its own legal personality and limited shareholder liability. Branch: An existing UAE or overseas company can explore a branch, which remains legally dependent on its parent. Branch activities must fall within the parent's activities.

Do not rely on an old FZE/FZCO comparison. DSO's current guidance states that FZE is no longer used as a separate form and existing FZEs are treated as FZCOs under the 2023 regulations. Confirm the structure on your current application documents.

A DSO address does not always mean a free zone incorporation

Businesses in privately developed areas of DSO's Administrative Zone may require a Business Operation Permit based on a DET licence. Check the property and licensing route before signing a lease.

Dubai Silicon Oasis business setup costs

Your total depends on the route, activity, workspace, visa needs and documentation. Use an itemised quotation to separate incorporation costs from recurring premises and operating expenses.

Published Dtec package references

The following annual figures were displayed on Dtec's official coworking page when checked on 7 October 2026. They are package references, not a universal DSO fee schedule or a B&B quotation.

Workspace option Published annual reference What to clarify
Flexi desk Year 1: AED 18,000 Activity eligibility, inclusions and immigration charges.
Fixed desk Year 1: AED 24,200 Reserved workspace, renewal terms and additional services.
Furnished private office From AED 47,820 annually Available office, capacity, lease conditions and final package scope.

Dtec marks these advertised figures with conditions. Confirm the current written offer, VAT treatment, registration and licence inclusions, deposits and visa processing costs before paying. Visa eligibility is not the same as paid-for or approved residency visas.

Build your complete budget

  • Authority and registration: Confirm which application, incorporation and licensing charges are included.
  • Workspace: Allow for rent, deposits, utilities and any additional facility needs.
  • Residency: Separate immigration services, medical testing, Emirates ID and insurance where applicable.
  • Documents: Budget for required notarisation, attestation, translation and professional support.
  • Operations: Include accounting, software, payroll, banking charges and sufficient working cash.

Ask for the first-year total, renewal total, optional services and cancellation terms. Compare quotations using the same activity, workspace and number of applicants. Our free zone setup cost guide explains the broader budgeting approach.

Share capital is different from a setup fee

Regulation 23.2 of the DIEZA Implementing Regulations 2023 sets the FZCO minimum share capital at AED 1, or its currency equivalent. Older web pages may show different figures. Confirm the applicable capital and payment requirements with the authority for your structure and activity. This statutory minimum is not a realistic operating budget or the price of a licence.

Documents for a Dubai Silicon Oasis application

Use the authority's current checklist for your entity type. A founder-owned company, corporate shareholder and branch do not have identical document requirements.

  • Application information, company profile and business plan.
  • Passport copies and UAE residence documents, where applicable, for the relevant shareholders and officers.
  • Ultimate beneficial owner identification and address evidence.
  • Parent or corporate shareholder incorporation documents, constitutional documents and authorising resolutions, where applicable.
  • Premises documentation and any required manager NOC or additional supporting evidence.

DSO may request bank statements or audited financial information. Legalisation requirements depend on the document and issuing jurisdiction. Obtain the document list before arranging attestations so that you prepare the correct version.

Keep the ownership chart, activity description and source-of-funds explanation consistent across the incorporation application and later bank onboarding.

Dubai Silicon Oasis business setup: step by step

01. Describe your business model

Explain products or services, customer locations, delivery channels, expected transactions and staffing. Identify any regulated work before choosing a package.

02. Confirm the activity and setup route

Discuss the appropriate licence, structure and premises with the authority or your advisor. Confirm whether a Dtec package, another DSO facility or an Administrative Zone arrangement fits.

03. Obtain a written scope and quotation

Review inclusions, exclusions, payment stages, renewal costs and workspace commitments. Agree how applications, document preparation and follow-up will be handled.

04. Submit documents and complete approvals

Prepare the application, address authority queries and complete the required legal documents, agreements and payments. Keep copies of the approved documents.

05. Receive and check the registration and licence

Review names, activities, ownership information, manager details and expiry dates. Resolve discrepancies before using the documents for contracts, immigration or banking.

06. Prepare to operate

Arrange applicable residency processes, bank onboarding, accounting and tax registration. Put renewal reminders and document responsibilities in place.

Plan separate milestones. Incorporation, licence issuance, residency and bank approval are different outcomes. A complete registration file does not mean every operational approval is complete. Ask for an estimate specific to your application rather than relying on a universal number of days.

Workspace, visas, banking and mainland operations

Choose a workspace you will actually use

Dtec's FAQ states that hot desk members must use their desk for at least 36 hours per month. It also explains that the subsidised licence is no longer available after five years. Review these conditions when planning occupancy and future renewals.

Ask whether your expected staff, visitors, equipment and confidential work fit the space. Obtain the visa allocation and processing charges in writing. Approval of each applicant remains a separate matter.

Prepare your bank application early

Build a coherent company profile with ownership details, source-of-funds evidence, contracts or business plans and expected transaction information. Choose a bank suited to your operating model and respond promptly to its requests. A trade licence or coworking package does not guarantee account approval.

Use our UAE corporate bank account guide to prepare for onboarding.

Check permission for work outside the free zone

Dubai Executive Council Resolution No. 11 of 2025 provides licence and permit routes for free zone establishments conducting activities outside their zone within Dubai, subject to conditions. Applicable approvals and separate financial records for those activities matter.

Describe the work and its location before assuming permission. Selling to a mainland customer, maintaining a mainland office and performing regulated onsite work require different questions. Confirm the route for your actual operation.

Corporate Tax, VAT and ongoing compliance

Corporate Tax: A DSO incorporation does not automatically make all income tax-free. Taxable free zone companies must register within the applicable timeframe. The 0% free zone treatment applies to Qualifying Income of a Qualifying Free Zone Person that meets the relevant conditions. Assess the position before relying on it in a forecast.

VAT: For UAE-resident businesses, mandatory registration applies when taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to exceed it within the next 30 days. Voluntary registration may be available above AED 187,500 of taxable supplies, imports or taxable expenses over the corresponding periods.

Maintain an operating calendar covering licence and lease renewals, immigration documents, ownership updates, bookkeeping, tax filings and any required financial statements or audit. Assign each task to a named person; do not wait until the renewal invoice arrives to organise your records.

Dubai Silicon Oasis business setup FAQs

Is Dtec a separate free zone from Dubai Silicon Oasis?

No. Dtec is an entrepreneur campus within DSO. Its workspace packages are specific options within the wider DSO environment.

Can a foreign founder own the company?

Dtec advertises 100% company ownership. Confirm the accepted structure, activity and application requirements for your chosen route.

Is the cheapest advertised package my total launch cost?

Do not assume so. Check the written scope, taxes, residency charges, deposits, documents, renewals and working capital before comparing offers.

Can I use a Dtec hot desk as a virtual address only?

Dtec's FAQ says it is not a virtual office. Review its attendance and workspace conditions before choosing a hot desk arrangement.

Will a DSO licence guarantee a bank account or funding?

No. Bank onboarding and investor decisions involve separate assessments. Plan your supporting documents and operating cash independently.

How long will the complete setup take?

The timeline depends on the file, legal documents, activity approvals and premises. Track licence, residency and banking milestones separately and obtain an application-specific estimate.
