How to Start an Ecommerce Business in Dubai
Build your online business around the products, customers and fulfilment model you intend to use. Plan licensing, payments, imports, delivery, returns and tax records before accepting your first orders.
Choose your ecommerce selling model
To start an ecommerce business in Dubai, define the products and customer markets, confirm the appropriate licensed activities, choose the company structure and arrange the required approvals. Then prepare banking, payment services, fulfilment and customer policies for the way orders will actually move.
| Model | How orders work | Planning priority |
|---|---|---|
| Your own online store | You manage the website, customer relationship and sales process. | Payment approval, delivery, customer support and returns. |
| Marketplace seller | You sell through a third-party marketplace under its seller agreement. | Onboarding, product eligibility, fees and payout reconciliation. |
| Dropshipping | A supplier dispatches goods directly to the customer. | Delivery reliability, importer responsibility and refund handling. |
| B2B online trading | Businesses order products through your portal or catalogue. | Credit terms, order quantities, invoicing and collections. |
Operating a marketplace for other sellers introduces a different platform model. Describe that role to the licensing authority rather than treating it as ordinary resale of your own products.
Confirm the licence, products and operating route
Online selling needs the appropriate licence and applicable approvals. Ask the proposed authority to confirm the scope for your product categories, online channels, storage, import arrangements and customer markets.
Dubai mainland
Review the available activities, legal structure, premises and external approvals. Explain whether the business will import goods, hold stock, sell directly to consumers or supply other businesses.
Free zone
Check the authority's permitted activities, facilities and rules for your proposed transactions. Confirm the arrangements required for goods moving to mainland customers and any mainland operating permissions.
Home-based or individual options
Confirm eligibility, permitted products, facilities and staffing limitations for the specific scheme. Obtain confirmation that it supports your intended model before paying.
Product approvals
Review requirements for each category before purchasing inventory. Dubai Municipality provides assessment and registration services for consumer products, including relevant cosmetics and personal-care categories.
Ask whether any electronic-activity permission or additional authority approval applies to your route. Marketplace and payment-provider acceptance also need separate confirmation.

How to start an ecommerce business in Dubai: eight steps
- Define the offer. Choose products, target customers, selling channels and the fulfilment model.
- Confirm activity permissions. Review trading, online selling, import, storage and any product-specific approvals.
- Choose the structure. Compare jurisdiction, legal form, facilities, ownership conditions and staffing needs.
- Complete formation. Reserve the trade name, prepare documents and follow the authority's licensing sequence.
- Arrange the supply chain. Agree suppliers, customs responsibilities, storage, delivery and returns.
- Prepare banking and payments. Submit the requested business evidence and agree settlement and refund terms.
- Build the store and records. Configure product information, checkout, invoices, order tracking and accounting.
- Test before launch. Run a test order, delivery, refund and payout reconciliation before scaling.
Use a schedule covering these milestones. Incorporation, product approvals, payment onboarding and stock readiness may take different amounts of time.
Prepare your setup folder
Keep identification and ownership documents, proposed activities, company documents, premises details and supplier information together. Add product specifications and approval records where relevant. Obtain the application-specific document list from each authority or provider.

Budget for the business behind the website
The total investment depends on products, inventory, facilities, staff and sales channels. Request current quotations instead of applying one licence-price range to every online business.
- Formation: registration, licence, approvals, facilities and applicable visa costs.
- Store: platform subscription, development, product photography, integrations and support.
- Supply: stock, supplier deposits, freight, applicable duties and clearance charges.
- Fulfilment: storage, packing, delivery, failed deliveries and returns.
- Payments and sales: transaction fees, marketplace charges and customer acquisition.
- Operating reserve: cash for payroll, supplier payments, refunds and delayed payouts.
Calculate contribution per order
Use sales revenue excluding VAT, where applicable, and deduct the variable costs of completing the order. Review each channel separately.
| Item | Example amount |
|---|---|
| Sales revenue excluding VAT | AED 200 |
| Product cost | − AED 80 |
| Packing and delivery | − AED 20 |
| Customer acquisition | − AED 20 |
| Payment or platform charges | − AED 10 |
| Planning allowance for returns | − AED 10 |
| Contribution towards fixed costs and profit | AED 60 |
This simplified example assumes the costs shown are not double-counted. It excludes fixed overhead, financing costs and corporate tax. Update return allowances using actual experience and assess the cash needed before stock is sold.
Plan imports, customs and product compliance
Dubai Customs registers businesses using its services and issues a Customs Business Code. Agree which entity will act as importer and which authorised party will submit declarations.
- Confirm the product classification, applicable duty and any restrictions.
- Prepare the required shipment documents and product approval records.
- Agree responsibility for customs charges, import VAT and clearance.
- Document how stock moves between suppliers, free zones, mainland facilities and customers.
Dubai Customs provides HS-code classification information, including applicable duty rates and restrictions. Use the product-specific classification rather than a single duty assumption for every shipment.
Dropshipping still needs a clear process. Agree who imports the goods, what the customer pays at delivery and where returns go. Test supplier delivery and support before making promises on your website.
Prepare the store, payments and customer policies
Product and seller information
Identify the licensed seller and provide accurate descriptions, prices, delivery charges and terms. Provide required consumer information in Arabic, including the relevant product, contract, payment and warranty details.
Invoices and order evidence
Provide a clear digital invoice for each transaction. Retain order confirmations and evidence of payment, dispatch and delivery. Apply tax-invoice requirements where relevant.
Delivery, returns and complaints
Publish realistic delivery information and a clear process for cancellations, defects, returns and refunds. Have the policy reviewed against applicable consumer rights and document who handles complaints.
Privacy and access
Review how customer data is collected, stored and shared with suppliers. Limit staff access, use secure payment integrations and define who owns the store's accounts.
Review settlement terms before choosing a provider
Ask about fees, payout timing, reserves, supported currencies, chargebacks and refund charges. Confirm the documents and product categories the provider accepts. Approval remains subject to its review.
For a marketplace, read the seller agreement and reconcile sales, commissions, delivery charges, credits, refunds and withheld amounts to each payout. A net bank deposit alone does not explain the full sales activity.
VAT and corporate tax for ecommerce businesses
VAT registration
For UAE-resident businesses, VAT registration is normally mandatory when taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to exceed it in the next 30 days.
Eligible resident businesses may register voluntarily when taxable supplies and imports, or taxable expenses, exceed AED 187,500 over the previous 12 months, or are expected to exceed it in the next 30 days. Non-resident businesses making taxable supplies in the UAE can face registration without a threshold unless another person is responsible for the VAT.
Review exceptions and transaction-specific treatment with your adviser. Marketplace onboarding conditions and legal VAT-registration rules are separate checks.
Corporate tax and accounting
Companies subject to corporate tax must register within the applicable timeframe. Assess your entity's obligations even if it has not yet earned a profit. A free zone company also needs to assess its corporate tax position.
Keep records connecting orders, invoices, purchases, stock, payment fees and refunds. Review the treatment of UAE sales, exports, imports and cross-border arrangements before configuring tax settings.
Frequently asked questions
Can I sell through social media?
Confirm the appropriate licence and approvals for the products and sales model. Selling through a social account still needs the required operating arrangements and customer information.
Can a free zone business sell to mainland customers?
Confirm the activity, operating permissions and goods movement for your route. Assess mainland arrangements, customs declarations and product approvals before accepting orders.
Is VAT registration required for every online seller?
Apply the registration rules to the business's residency, taxable supplies and imports, expected activity and any exceptions. Check marketplace requirements separately.
Does dropshipping remove the need for customs planning?
No. Establish who imports the goods, pays applicable charges and handles restricted products. Explain delivery charges and return arrangements to the customer.
How much does ecommerce setup cost?
Obtain a quote for the chosen activities, structure, facilities and approvals. Add inventory, technology, fulfilment, payment charges, marketing and operating cash to the formation costs.
How long does setup take?
Request a schedule covering licensing, product readiness, banking, payment onboarding and fulfilment. Start trading when the required permissions and operating systems are ready.
