Activity, legal form & jurisdiction
Fees differ according to the selected activity, entity type and whether the chosen route is mainland, a specific free zone or an offshore structure.
DUBAI BUSINESS SETUP COST GUIDE
A Dubai company does not have one fixed setup price. Build a reliable budget by separating the licence headline from the costs of premises, visas, approvals, documents and future renewal.
Before comparing offers, define your activity, jurisdiction, workspace, visa requirement and commercial plan. These variables determine which authority fees and practical costs apply to your business.
Fees differ according to the selected activity, entity type and whether the chosen route is mainland, a specific free zone or an offshore structure.
A desk, office or lease requirement, plus owner and employee immigration needs, can materially change the first-year budget.
Industry approvals, attestations, translations, insurance, banking preparation and next-year renewal should be checked before you commit.
Use this checklist to compare two quotes on the same basis. It prevents a licence-only price from being mistaken for the total amount required to establish and operate the company in year one.
| Cost area | What to confirm in writing | Why it changes the total |
|---|---|---|
| Trade name, initial approval & registration | Which government or authority services are included, and whether the trade name, initial approval, formation documents and licence issue are separate. | Some fees are one-off; others are bundled differently by the selected authority. |
| Annual licence or authority package | The selected activity, number of activities, legal form, package period and all annual authority charges. | The licence is recurring and the price depends on the authority and business model. |
| Premises or workspace | Whether the quote includes a flexi-desk, shared workspace, dedicated desk, office lease, Ejari or other registered-address requirement. | Premises can affect both the initial budget and visa capacity. |
| Owner and employee visas | Entry permit, status change where relevant, medical fitness, Emirates ID, visa issuance and the permitted visa allocation. | Immigration costs vary by person, service level, route and the requirements in force at application. |
| External approvals & regulated activities | Whether your activity needs approval from a competent authority, and whether its fees, insurance or additional documents are included. | A specialist activity can require steps beyond the standard licence process. |
| Documents & professional services | Translation, notarisation, attestation, legal documentation, PRO support and any shareholder-document requirements. | These are often situation-specific and should not be assumed to be included. |
| Banking preparation | What support is offered, the documents required, and whether any service fee is separate. | A bank independently assesses every application; account approval or a minimum-balance requirement should never be guaranteed. |
| Ongoing compliance | Expected licence renewal, office renewal, immigration renewal, bookkeeping, tax, audit or sector-specific obligations. | The lowest launch cost can become expensive if annual operating obligations are not planned early. |
A reliable decision considers the required cash at launch and the recurring obligations that follow—not only the first invoice.
Confirm your activity, ownership structure, selected authority, workspace requirement, documents and any external approvals. This is the point at which the right route is usually decided.
Budget for licence issue, registration, premises, immigration, documents and the practical costs of becoming ready to operate. Add only the services your company actually needs.
Review the next licence period, workspace, visas, additional activities, staff growth and ongoing compliance. A company that will scale may need a different route from a one-person launch.
The right route depends on how and where the business will operate. Use a tailored authority quote for your chosen activity rather than relying on a generic online number.
| Route | Cost drivers to investigate | Decision question |
|---|---|---|
| Dubai mainland | Business activity, DET and related service fees, registered premises, Ejari, immigration allocation and any approvals. | Do you need a Dubai mainland route for the way the business will trade, contract, operate or grow? |
| Dubai free zone | Specific free-zone package, permitted activities, workspace, visa allocation, authority services and renewal terms. | Does the selected free zone support your activity, premises requirement, visa needs and operating plan? |
| Offshore / holding structure | Jurisdiction, registered agent, annual renewal, shareholder documents and the intended holding or international use. | Is this structure suitable for your purpose, rather than a UAE operating and residence-visa requirement? |
Business & Beyond can help you identify the route and cost categories relevant to your activity before you choose a package or start an application.
There is no single Dubai-wide total. The first-year cost depends on the licensing authority, activity, legal structure, premises, visa needs, approvals and professional services required. Compare a written, itemised estimate—not only a starting package price.
Inclusions differ by authority and provider. Ask whether the package includes the licence, registration, workspace, immigration allocation, visa processing, establishment-card services, documents and renewal terms. Confirm every item in writing.
Not necessarily for your full requirement. A free-zone package may suit a particular activity and operating model, while a mainland route may be appropriate for another. Compare the first-year and renewal cost only after defining your activity, trading plan, office and visa requirement.
Some structures and packages may be offered without a residence-visa allocation, but this must be confirmed with the selected authority and against your own residence and operating requirements. Do not assume that a no-visa package meets every business need.
You should plan the documents and time required for banking. Each bank makes its own assessment, so account approval, processing time and any minimum-balance conditions cannot be guaranteed by a company-formation package.
Use the relevant authority’s current service pages and calculator. For mainland and free-zone setup guidance, start with Invest in Dubai; for a chosen free zone, check that authority’s current schedule or quotation before payment.
Information on this page is general guidance, not a fixed quotation or legal, tax, immigration or banking approval advice. Authority requirements and fees can change; confirm them for the selected activity and jurisdiction before an application or payment.
