The UAE Government’s mainland setup guide identifies six broad categories: commercial, professional, industrial, tourism, agricultural and crafts. Dubai’s licensing portal also lists specific licence options and programmes. Use the categories below to orient your search, then confirm the exact activity classification with the issuing authority. A category is a starting point. A company selling farm equipment, for example, should investigate the relevant trading activity rather than select “agricultural” simply because its customers are farmers.

What do the different licence names mean?

Commercial vs general trading

Describe the goods you intend to sell before deciding whether you need specified trading activities or a broader general trading option. Ask for confirmation of the product scope, exclusions and any regulated goods.

Professional vs service licence

Service businesses may encounter different category names across authorities. Match the activity description and permitted work rather than assuming two similarly named packages provide identical permissions.

E-commerce vs eTrader

Explain what you sell online, who supplies it and how it reaches customers. An online goods store and a website selling consultancy services need different activity checks.

Dubai’s eTrader option is described by Invest in Dubai as a sole establishment licence for home-based businesses. Check your eligibility and permitted scope before treating it as an alternative to a company licence. [2]

Freelance permit vs company licence

If you plan to add partners or build a team, ask how the proposed permit or company structure accommodates that plan.

Normal and instant are issuance options. Invest in Dubai distinguishes a normal licence from an instant option for eligible activities that do not require external approvals. Choosing an instant route still requires confirming that the activity and applicant qualify. [2]

Licence category, jurisdiction and legal form are separate choices

“Mainland LLC” combines a jurisdiction and a legal form. You still need to identify the licensed activities. The UAE Government’s free-zone guidance similarly separates the sector, authority and type of legal entity. [3]

A consultancy that also sells software

Separate advisory work, software development and software resale in your brief. Ask whether the proposed activities cover each revenue stream and can be combined under the same licence.

An online clothing store

Describe the clothing categories, online sales model, suppliers and stock arrangements. Ask whether the quoted scope covers the products you will sell and any planned physical outlet.

A furniture business

Distinguish importing finished furniture from manufacturing it or providing installation services. Give each planned operation its own line in your activity shortlist.

A travel-related business

Describe whether you arrange trips, provide booking services or produce travel content. The word “travel” alone does not explain what the business will do.

How to choose the right licence category

  1. List your first-year revenue streams. Name the goods and services you will invoice for.
  2. Describe the operating model. Include online sales, client-site work, production, storage or a physical outlet.
  3. Request the exact activity names and codes. Compare these across the shortlisted authorities.
  4. Check combinations and approvals. Ask whether activities need separate licences or sector clearance.
  5. Confirm the legal form and premises. Ask whether the proposed structure and facility fit the activities.
  6. Compare written quotes. Require the same activity scope and a separate renewal estimate.

Compare costs after confirming the activity scope

Invest in Dubai states that licence fees vary with the licence type and specific activities. [2] A headline package price is therefore a poor comparison unless both offers cover the same business model.

Ask each provider to identify authority fees, registration charges, premises, approvals, visa-related items and its own service fees, where applicable. Request exclusions and renewal costs in writing.

Can I add more activities later?
