Multi-Activity Trade License Dubai: Compatibility & Structure Guide

Planning more than one revenue stream? Check whether the exact activities can share a licence, require an additional licence or need a different company structure before committing to a package.

Reviewed: 26 October 2026 · Activity compatibility and licensing conditions are authority-specific.

Quick answer: Multiple activities may be approved on one Dubai trade licence, subject to the issuing authority's rules. Check the exact codes, licence categories, compatibility and external approvals. If the combination is not permitted on one licence, ask whether an additional licence or another structure is available. A package's activity count does not establish that your proposed combination is approved.

What is a multi-activity trade licence?

The term generally describes a licence listing more than one approved business activity. It is not a universal category that allows any collection of services or products. Each activity retains its approved scope and any applicable conditions.

Start with the work customers will actually buy. Describe each revenue stream separately, then ask the authority how it should be licensed. Activities that sound commercially related are not automatically compatible under licensing rules.

For the broader process of identifying suitable activity descriptions, use our business activity selection guide. This page focuses on combining activities and comparing the resulting structure options.

How to check whether activities can share one licence

Use the current rules of the authority that will issue the licence. Confirm the complete activity wording and code, rather than relying on broad terms such as consulting, technology or ecommerce.

  1. List the proposed activities: Explain the goods or services, customers and delivery model.
  2. Confirm the classifications: Identify the applicable licence type, category or segment for each activity.
  3. Ask about compatibility: Obtain confirmation that the exact activities can appear together.
  4. Check standalone restrictions: Ask whether any activity must remain separate.
  5. Resolve additional conditions: Identify external approvals, professional requirements and premises permissions.
  6. Confirm scope and cost: Check included activities, recurring charges and the approved route before payment.

What official authority examples show

DMCC's amendment guidance states that added activities must fall within the same licence type; otherwise, an additional licence is required. It also identifies standalone activities that cannot be combined with others. These are DMCC-specific rules.

DDA's Add Activity service covers additions within a segment under its Licensing Categories Decision, while its services also distinguish adding a segment. Dubai's official mainland amendment service includes modifying business activities. None of these examples establishes automatic approval of a particular combination.

One licence, an additional licence or a separate company?

Compare the licensing route with the ownership and operating needs. Do not assume that obtaining an additional licence automatically incorporates a separate legal entity.

Option to assess What to confirm Commercial questions
Multiple activities on one licence Compatibility, permitted scope and approvals for each activity Can one ownership structure, operating model and company record support the activities?
An additional licence Whether available to the existing company and which activities, premises and conditions it covers What extra renewals and administration arise, and which legal entity contracts with customers?
A separate company Incorporation, ownership, licensing, operational and ongoing requirements Do investors, liability, regulation or a future sale justify a distinct entity?

A second activity on a licence should not be treated as a separate company with its own assets, ownership or liability. If separation matters, obtain legal advice on the proposed structure and contracts. Different trading names or internal cost centres do not answer that question.

When a separate entity deserves assessment

Consider a structure review where investors want exposure to only one business line, a regulator requires a particular arrangement, contractual risks differ materially or a future sale is planned. Separate incorporation also adds costs and obligations, so assess the full operation before deciding.

Activity combinations: questions to ask, not assumed approvals

The scenarios below are hypothetical planning examples. They are not a list of combinations approved by DET or any free zone.

Consultancy and training

Explain whether training is a distinct commercial service, who attends and where it takes place. Ask about the exact activity, compatibility, facility and any education-related approval requirements.

Software and goods sales

Separate development, software licensing, equipment resale and installation. Confirm the approved scope for each stream and whether the relevant licence types can be combined.

Ecommerce and product trading

Identify the goods, who owns stock, import arrangements, storage and delivery. A website is a sales channel; it does not by itself settle the product and trading permissions.

Keep two questions separate: Are the activities commercially related, and does the licensing authority permit this exact combination? A sensible business model still needs the appropriate approvals.

Compare total cost and administration

One company may reduce duplicated administration, but do not assume one licence is always the cheapest workable structure. Request comparable first-year and renewal quotations for the same activity, ownership and premises assumptions.

  • Initial activity, amendment or additional licence charges.
  • Recurring activity, licence and facility charges.
  • External approvals and required professional or technical arrangements.
  • Employment capacity and individual application costs.
  • Document preparation and agreed professional assistance.
  • Accounting, software, insurance and other applicable operating support.

Check whether package inclusions overlap with separate quote lines. Our annual renewal costs guide explains how to organise recurring commitments.

Banking and accounting

Give the bank a clear description of each actual revenue stream, with genuine supporting information where requested. Do not assume that having fewer activities guarantees acceptance or that a mainland licence receives automatic preference.

Plan bookkeeping so income, costs, stock and shared expenses can be understood. Ask a tax adviser to assess the actual transactions and entity structure. Multiple activity codes do not, by themselves, determine VAT treatment, Corporate Tax treatment or registration outcomes.

Before you apply or add activities

  • Record the exact activity descriptions and codes.
  • Obtain compatibility confirmation from the relevant authority.
  • Identify standalone restrictions and external approvals.
  • Confirm whether the route uses one licence, an additional licence or a separate entity.
  • Identify the legal entity that signs contracts and issues invoices.
  • Check premises, operating-location and workforce requirements separately.
  • Compare initial and recurring charges using the same assumptions.
  • Retain the issued licence and approval conditions before commencing the added work.

For an existing company, use our business license amendments guide for individual changes. If several changes must be coordinated, see the license upgrade planning guide.

Frequently asked questions

Can I include multiple activities on one Dubai trade licence?

It may be possible, subject to the exact activities, licence categories, compatibility rules and approvals of the issuing authority. Confirm the proposed combination before paying.

How many activities can one licence include?

There is no universal count. Check the authority, licence type, activity grouping and package terms. The permitted number does not establish that every combination is allowed.

Can commercial and service activities always be combined?

No. Check the particular authority's classifications. DMCC, for example, distinguishes same-type activity amendments from additional licences for a different licence type.

Does an additional licence mean I have a separate company?

Do not assume so. Confirm the legal entity named on the records and the structure of the approved arrangement. A licence and incorporation are different questions.

Can I add activities later?

Authorities provide amendment or other licensing routes, subject to their rules. Confirm compatibility, approvals and recurring charges before offering the new work.

Does a multi-activity licence automatically increase visa capacity?

No. Check company capacity and each person's application route separately. An activity addition does not itself approve extra workers or residence applications.
