Visa Quota Rules UAE: Company Capacity, Checks & Increases

Check your company's available capacity before planning new applications. Understand the difference between a work-permit quota, free zone allocation and an individual's residence approval.

Reviewed: 26 October 2026 · Quota, permit and residence requirements depend on the authority and application route.

Quick answer: There is no universal visa quota for every UAE company. Establish which work-permit or free zone process applies, confirm current allocation and utilisation, and identify the route for each proposed worker. Available quota does not itself approve an individual's work permit or residence application.

What does “visa quota” mean for a UAE company?

Businesses often use “visa quota” as shorthand for hiring or sponsorship capacity. The phrase can refer to different administrative arrangements. Before using a quoted number, establish what it measures and which applications count against it.

Term What to understand What it does not establish
Work-permit quota An establishment's allocation under the applicable work-permit system, where required for the route. An approved permit for a named employee.
Free zone allocation The capacity recognised by the specific authority for the company and arrangement. An identical rule across all free zones.
Residence permission An individual's immigration status under the approved route. Automatic permission for every employment arrangement or work location.

A licence package may describe visa eligibility or an allocation while leaving application fees and approval steps separate. Ask what is included, what remains payable and whether any conditions must be completed before applications can proceed.

Identify the correct labour, free zone and immigration channels

Establishments using MOHRE services

MOHRE provides a Work Permit Quotas for Establishments service. If your establishment falls within that process, check its current allocation and the requirements for the proposed permit type through the authorised channel. Do not substitute a general office-size estimate for the establishment's actual record.

Free zone companies

Start with the issuing free zone's company-services team or portal. Confirm how the authority records capacity, which applicants or work authorisations count towards it, and whether a facility or package change is necessary.

Immigration: Dubai and other emirates

The UAE Government portal distinguishes GDRFA Dubai and ICP channels. Its visa-tracking guidance directs Dubai cases to GDRFA and cases in Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah to ICP. Follow the relevant application instructions and any free zone coordination process.

How to check your company's available quota

  1. Identify the establishment: Keep the legal name, licence and relevant labour, immigration or free zone file details available.
  2. Confirm access: Use the authorised company account or representative for the applicable system.
  3. Request the current position: Ask for total allocation, utilised capacity and capacity available for new applications.
  4. Check pending cases: Ask how applications, cancellations, transfers and other open requests affect the displayed availability.
  5. Confirm each route: Identify the permit or approval needed for the proposed person and whether it requires or consumes quota.
  6. Retain confirmation: Keep the dated portal record or authority response with the hiring plan.

If the figures do not reconcile, ask the authority to identify the outstanding records before budgeting for an increase. Do not assume a cancellation immediately releases capacity in every system.

Planning example: A company has five confirmed allocations, two are utilised and no capacity is reserved by pending requests. It has three available for planning. This arithmetic does not establish that three named applicants will be approved; each person's route and requirements still need review.

Does office space determine visa capacity?

Facilities can affect capacity, but there is no single UAE-wide desk-to-visa or floor-area formula. Confirm the policy for the specific authority, premises and company before signing a lease or accepting a setup package.

For example, DMCC's published guidance gives the following office-related references. These are DMCC examples only, not rules for every free zone or mainland establishment.

DMCC facility example Published reference Before committing
Flexi desk Up to three visas Confirm the selected package and company allocation.
Serviced office Four or five, depending on office size Confirm the particular facility's approved capacity.
Physical office space One visa per nine square metres Ask how the policy applies to the proposed unit and lease.

Moving to larger premises does not itself issue permits or residence approvals. Obtain confirmation of the capacity effect, amendment sequence and charges before agreeing to an upgrade.

How to request a quota increase

Use the route confirmed by the relevant authority. A request may involve company records, the proposed workforce, facilities and supporting information. The checklist below is practical preparation, not a universal list of mandatory documents.

01. Establish the actual shortfall

Compare available capacity with named hiring needs and the permit route for each person. Separate a permanent hiring requirement from temporary, transfer or other arrangements that may follow different rules.

02. Ask which increase route applies

Confirm whether the authority offers an additional allocation request, requires a facility or package change, or needs another action first. Ask about prerequisites, charges and the evidence needed for your case.

03. Prepare a clear workforce explanation

Describe the roles, duties, proposed start dates and connection to the company's licensed activity. Keep genuine contracts, project information, premises records or other business evidence available if requested. Do not create unsupported documents to fill a checklist.

04. Submit and follow up

Apply through the authorised channel, keep the reference and respond to questions. Use the current service estimate for your application. Fast or automated quota processing does not mean every subsequent employment and immigration step is complete.

05. Verify the updated position

Check the approved allocation and any conditions in the company record. Then progress each individual's required applications. Approval of additional capacity and approval of a named worker are separate outcomes.

Review owners and existing residents separately

Do not place every shareholder, employee, dependant or existing UAE resident into one assumed quota calculation. Identify who will employ the person, their current residence basis and the actual work they will perform.

A person who already has UAE residence may still need the appropriate work authorisation. Ask whether the particular route requires quota and how the authority counts it. Investor or partner residence also needs its own eligibility review rather than being treated as an ordinary employee application.

A practical hiring-capacity checklist

  • Record current total, utilised and available allocation.
  • Check whether pending requests affect availability.
  • List each proposed person, role, residence status and application route.
  • Confirm which applications require or consume quota.
  • Check licence, establishment and facility records for outstanding requirements.
  • Obtain a written increase or upgrade scope before committing to premises.
  • Separate quota charges from individual permits, residence processing and professional fees.
  • Schedule approvals before confirming an operational start date.

Include the recurring effect of any office or package upgrade. Use our annual renewal costs guide to organise the budget, and track licence renewal through the separate renewal process guide.

Frequently asked questions

How many visas can a UAE company obtain?

There is no universal number. Check the applicable company allocation, current utilisation and route for each person with the relevant authority.

Does quota approval mean an employee can start work?

Quota approval alone does not establish that the employee's required work authorisation and immigration steps are complete. Confirm the permitted start point for the actual route.

Does every flexi desk include three visas?

No. The figures quoted for DMCC are authority-specific examples. Confirm the chosen free zone, package and facility terms rather than applying that number elsewhere.

Can a company increase its quota without moving office?

Some authorities provide an increase request route, subject to their conditions and approval. Ask whether your case can use that route before assuming an office move is necessary or sufficient.

Does a worker with existing residence need company quota?

The answer depends on the work-authorisation route. Existing residence does not settle employment permission or quota treatment. Confirm both for the particular person and employer.

Is GDRFA the immigration channel for every emirate?

No. The UAE Government's guidance distinguishes GDRFA Dubai from ICP channels for the other emirates. Follow the relevant authority and application instructions.
