Can a Free Zone Company Operate in Mainland Dubai?

The old blanket statement that a free-zone company can never operate in mainland Dubai is incomplete.

Dubai’s 2025 framework introduced DET licence and permit pathways for eligible Dubai free-zone establishments to conduct specified activities outside the free zone, subject to authority approval, activity eligibility and other conditions.

This does not create automatic, unrestricted mainland access. The route differs for services, goods, staff deployment, physical premises, government work and regulated activities.

UAE banks independently assess KYC, AML risk, ownership, source of funds, business activity, transaction countries, customers, suppliers, expected values and operational substance.

A premium free zone cannot repair an unclear business model. A cost-efficient free zone is not automatically “unbankable” when the company has genuine operations and a well-prepared file.

Which is the best free zone in the UAE?

There is no universal best free zone. DMCC may suit an established international trader, Meydan or IFZA may suit an asset-light consultancy, JAFZA may suit a logistics company, and KEZAD or RAKEZ may suit manufacturing. The correct choice depends on activity, customers, premises, visas, banking and tax.

Which is the cheapest UAE free zone?

Several Northern Emirates free zones advertise low-cost entry packages, while selected Dubai free zones offer competitive zero-visa structures. The cheapest licence is not necessarily the cheapest operating company because visas, immigration, facilities, accounting, tax and renewal may be additional.

Is DMCC better than IFZA or Meydan?

DMCC offers a premium commercial ecosystem, specialist trading communities and scalable premises, but generally carries higher setup and renewal costs. IFZA and Meydan can be more efficient for smaller consulting, digital and service companies. “Better” depends on the operating model.

Can a free-zone company sell to mainland customers?
